James "Grey Fox" Riley was a long-running Orange Star Commanding Officer, created and controlled by River.

History
Pre-CO
Grey Fox was born in Dakota City to a wealthy, but single, mother, on May 2nd. He has a younger sister, but she is not involved with the military. He joined the Orange Star army as soon as he was elligible, and steadily rose up to the rank of Colonel, and was put in charge of the elite SpecOps team FOXHOUND.
One of his first missions with FOXHOUND was a counter-terrorism operation at Jubliant Base, an Orange Star owned ammo repository on Dakota Island.
He, along with the rest of his unit, fought directly on the front lines of the majority of Orange Star's conflicts, including the Red Valley skirmish, serving under D, and in the first and second Dakota Wars.
During the second war, FOXHOUND was pinned down by enemy anti-infantry fire. However, he managed to lead them out and destroy the anti-infantry guns with no casualties. As a result of this act of bravery, he was given a commendation for conspicuous gallantry, and was elevated to CO-ship.
Early Days
Grey Fox joined the Orange Star CO team during Dart's first few days as CiC after the death of Maria. In the ensuing reshuffle, he was put in charge of Orange Star's armour and artillery divisions, and helped to design and develop the Xolotl Cannon.
When Madison deserted Green Earth, he was skeptical of her true motives, and was worried that she would use her relationship with Dart to leak info back to Green Earth. However, he still respected Dart's authority enough to not let his personal feelings get in the way of his duties.
Soon after Madison joined, White Wolf, Grey Fox's replacement as FOXHOUND's commander, informed him that Merlin had leaked her's location to Green Earth. He informed Dart of this, and ordered FOXHOUND to hunt down Merlin, who had also deserted Orange Star. Shortly after D's assumed suicide, and Madison's promotion to CO status, he considered a possible growing morale problem.
Attempted coup & leaving Orange Star
As Macro Land began their continent-wide invasion of Cosmo Land, Grey Fox disappeared for a few days, chasing up a lead on Merlin. When he returned from his fruitless journey, he found that Dart and new-CO Strangegames had gone to fight off the invading forces from Macro Land Orange Star, and that Madison had been left in charge at Liberty Spire, with Chase. Already untrustworthy of her due to her time in Green Earth, he was uneasy about following her orders.
Agreeing to follow her orders for now, he discussed the matter with Chase, who was also unhappy about her being left in command. He formulated a plan to take power from her, by force if necessary. Chase was more than happy to go along, happy to see anyone in charge besides Madison.
When the time came, Madison refused to hand over command. Grey Fox pulled his gun, and forcibly took command from Madison, who promptly left the room. He was, however, unaware that the whole situation was being eavesdropped by Dart.
Disappointed and angry at being so easily decieved and humiliated, Grey Fox contacted Viola, commander-in-chief of Green Earth. He confirmed to her that Madison was indeed being kept in Orange Star by Dart, and that Viola was welcome to come and take her back. He sent Chase to retrieve Madison.
After Viola had taken Madison - and, for reasons that Grey Fox didn't know, convinced Macro Land Orange Star to temporarily agree to a ceasefire - Chase abandoned him, and Grey Fox realised there was no way out of the situation that resulted in him winning. He revealed to Dart that Madison had been taken back to Green Earth, and left Orange Star, with plans to return some day to finish what he'd started.
Return
Soon after leaving Orange Star, Grey Fox and FOXHOUND assaulted an airbase in Blue Moon. After a brief firefight, where they were easily outnumbered, Grey Fox surrendered to Blue Moon and was taken into custody.
After being briefly interrogated by Procella, he revealed his target at the airbase was a unit of bombers, which he planned to use to attack an old ex-SMART laboratory in Orange Star. He claimed the lab was developing nuclear weapons, and he wished to get ahold of any plans or prototypes they had.
Procella contacted Dart, and Grey Fox and FOXHOUND were shipped back to Orange Star. After a second interrogation - this type by Dart - Grey Fox was contracted back to his old CO position in exchange for his life, and the life of his men. The surviving members of FOXHOUND were dishonorably discharged, and Grey Fox was returned to full CO status.
Grey Fox did not fight for the majority of the Macro Land invasion. When Thor offered to return Dakota to Orange Star, in return for military aid, Grey Fox was sent with a sizeable force to help liberate Green Earth. Initially irritated with having to help a country he has openly hated in the past, he consoled himself by telling himself he was fighting for Cosmo Land, not Green Earth. Together with Raoul and his task force, they were able to force the Macro Land commanders to flee.
Later, Grey Fox began plotting to return Orange Star to "it's once great world power status", as he believes the country once held a few years ago. To that end, he met with Abigail and, in exchange for a large chunk of his personal wealth, aquired a set of plans for an unknown device. Bringing Raoul in on the plan in exchange for the blueprints to the Peccatore, to house the device, Chase in order to get the funds for it's construction, and Caligari to oversee it's construction and programming, he left Orange Star again, taking an extended leave of absense to set his plans in motion.
Personality
Grey Fox generally takes things very seriously, and is not really one to make jokes or to laugh at them. As much as he appreciates good humour, he really isn't one to show it.
He prefers to spend his time outdoors, amongst nature, vastily preferring rural assignments to the more urban environments he used to fight in a lot of as a special forces soldier. He often has trouble seeing the trees for the forest; as a CO specially skilled at taking out larger, more expensive and arguably greater threats, he often spends too much time analysing the bigger picture.
Recently, however, his opinions have become more jaded, and he's started speaking his mind more.
Relationships
As Fox's direct superior, Dart has earned his respect. Whilst slightly stereotyped against Dart both for his outward piratey vibe and Green Earth origins, Fox considers him a good friend.
One of Fox's closest friends and allies in Orange Star, despite looking down on his lethargic and lax attitude.
When they first met, Fox believed her to be a Green Earth spy, and her defection to be false. Relations between the pair were rocky for a long time, after Fox betrayed her to Viola, but recent events have begun to rebuild bridges.
Fox and Thor are old drinking buddies, having known each other for many years.
Fox met Raoul during the Macro Land War, when he was sent to aid Green Earth in expelling the last traces of Macrosian Green Earth's army from their soil. They began to work together soon afters, developing to be good allies, even convincing Raoul to leak the plans for the Peccatore to him. However, when Fox discovered Raoul had sabotaged the plans, and the subsequent loss of the Discovery, Fox is gunning for revenge.
Caligari was Fox's old doctor during the days of FOXHOUND. The pair are amongst the few former FOXHOUND operatives to still be alive.
