Jack M. Foley was the former highest-ranking non-commissioned officer in the CDF.

History

The Delta Land Campaigns

Foley has concealed his past successfully and, due to his service in the CDF Royal Marines and in black operations, his personnel file is sealed for 119 years. Therefore, the public records show Foley's first appearances during the Delta Land Campaigns, serving under General Donovan "Don" Bradley. Serving as Don's "liaison" for the special forces of his army and as the top NCO, Foley quickly became Don's most trusted ally and friend.

In the infamous Battle of Ouranberg, Foley posed as Don in order to fool the insurgents holding Don hostage, while directing the rescue operation. It was his greatest achievement, for which he earned the CDF Medal of Heroism. Sometime after the battle, Foley foiled an assassination attempt against Don, suffering a grievous knife wound that scarred the left side of his face in the process.

Cosmo Land

When Don returned to Cosmo Land, Foley, along with many other veterans of the Delta Land Campaigns, followed him. Not long after, Don promoted Foley to Chief Master Sergeant of the Army, making him the top enlisted man in the CDF. During the SMART Wars, Foley was part of the strike team known as "Don's Heroes," which entered and captured the SMART lab in Yellow Comet, with some assistance from Cometese troops.

Foley planned and led his final oepration - the rescue of Don from Liberty Spire and assassination of Maria, Commander-in-Chief of Orange Star. After the Second Dakota War ended, Marshal Viola Abandonato handed Foley and his comrades over to Orange Star as a peace offering.

Foley managed to escape while in transit to a maximum security prison somewhere in Orange Star. He has disappeared from the face of the world and has not been heard from since.
