History
Reagan was an enigmatic person, with very few details revealed about her. It is assumed that she hails from Grey Meteor, but this is unconfirmed.
Reagan had sole authority over the SMART Army during their inital invasion. However, she was later betrayed by Akemi, who gave her life in order to make Reagan question SMART's goals. In their encounter, Reagan's left hand was injured and her right eye was destroyed.
Reagan's injuries drove her temporarily insane. Her recovery was assisted by her servant Hyperion and underling Abigail. During this time, she and Abigail entered a lesbian relationship.
After a mental recovery, Reagan went to Blue Moon to oversee Plamya and Silicon's actions there. During that time, she helped to protect the captive Procella from being too badly injured by the two SMART underlings.
Later, she was assigned with the task of defending Kristallichy Island from Blue Moon invaders, but the two sides reached a peaceful deal before much damage was done. Reagan then fled to the Grey Meteor mainland and assisted Vogel in defending their citadel.
After being defeated there, Reagan witnessed Vogel's death and was accepted into Blue Moon as an aide to Procella. She is the only SMART CO to be confirmed as a survivor of the war.
Personality
Reagan was originally a cruel and vindictive character who had few morals whatsoever. As time went on, she grew to become a more sympathetic character, although it is possible that this is a simple ruse.
Relationships
Reagan tended to distance herself from the rest of the COs, making them feel somewhat alienated by her. The most blatant example was Akemi, who eventually decided it was better to die with some dignity than continue working for Reagan. She also got along somewhat badly with Plamya due to how horrificly he treated Procella.
The one exception to this was Abigail who, after Reagan was wounded by Akemi, looked after her. The two were in a relationship for some time.
Reagan also got along well with Procella. The two feel a mutual debt to each other - Reagan made Procella's time as a hostage bearable; later Procella agreed to let Reagan work for her when she had nowhere else to go.
Vogel and Reagan got on in a pretty mixed way. While Reagan found it hard to trust in Vogel's methods (going so far as to force him to call of a manhunt for Abigail), she found him charasmatic and was willing to work with him, so long as it was on her own terms.
Skills
Day-to-day: Reagan's Super CO Power is charging at all times. Her opponents cannot use their CO Power, but she lacks one herself.
Super CO Power: Mimic: Chooses another Super CO Power and copies its effects, right down to the amount of stars consumed.
